Published purpose
The contribution to the Organisation for Economic Co-Operation and Development aims to support research on incorporating competitiveness impacts into regulations. The Organisation for Economic Co-Operation and Development will execute a research project to support the evolution of Canada's federal regulatory framework. The research will identify the critical factors needed to operationalize competitiveness assessments in the regulatory lifecycle, including devising an appropriate methodology, with support from a workshop, and will culminate in a report that will be an important source of information for Canadians and internationally. The expected results include a survey of Organisation for Economic Co-Operation and Development country approaches to the competitiveness impacts of regulations and a comparison of the kinds of impacts that are assessed, and the types of indicators that are used to measure these impacts. The project will extend the analysis of competitiveness impacts to reflect current literature and understanding. The analytical work will build on the synthesis of the literature survey and comparative work, as well as on recent Organisation for Economic Co-Operation and Development work in areas such as international regulatory cooperation, regulation and innovation, enforcement and inspections, and the interface between the national and sub-national regulatory frameworks. In addition, the project will identify the critical factors needed to operationalize competitiveness assessments, including devising an appropriate methodology, with support from a workshop to ensure that the salient features are captured.
