Published purpose
The University of British Columbia will develop a methodological and conceptual measurement framework based on structural-evolutionary economic growth theory for understanding where to focus innovation support programs and policy in order to effectively generate business innovation, growth and ultimately an improved quality of life for Canadians. This project will assess the current state of the measurement art and propose new, complementary approaches to these measurement issues with the goal to the development of better methods of impact assessment and performance measurement for business innovation policies and programs. The project proposes to experiment with new techniques that utilize qualitative and quantitative data jointly to measure the impacts of policy on business innovation behaviour.
