Published purpose

This project seeks to support national capacities within Kenya, Somalia and Uganda to develop, test and institutionalize systematic methods to gather improvised explosive devices (IED) evidence, and handle and respond in a whole-of-government approach across security and law enforcement entities. This aims to be achieved through the provision of training and activities on both upstream (pre-incident) and downstream (post-incident) counter-IED measures. Upstream training seeks to support officials in IED identification, control of IED precursors and components, and intelligence-led operations to interdict individuals or groups before the IED is manufactured or deployed. Downstream C-IED training seeks to enhance law enforcement capacity in scene exploitation and recovered evidence analysis, technical exploitation of recovered devices, component tracing, and the collection and handing of evidence from IED incidents. Project activities include: (1) conducting national needs assessment missions for each country (1 per country) to assess the relevant legislation and response capacities to the threat posed by terrorist acquisition and use of IEDs; (2) developing and testing a training curriculum on the upstream measures; (3) delivering 3 national training courses for law enforcement actors on the conduct of key upstream counter-IED measures; (4) delivering 6 national training courses for operators and law enforcement actors from the national authorities on the conduct of key downstream measures; (5) delivering 3 training courses for nominated officials from relevant national authorities on the conduct of key downstream measures with a specific emphasis on counter-terrorist investigations; and (6) organizing a regional meeting among technical experts to exchange best practices on C-IED. All training courses are conducted with a train the trainer model to increase project reach and dissemination of information to the respective agencies, and to promote sustainability beyond the project lifecycle.
