Published purpose

This project aims to help Caribbean countries deliver climate-resilient infrastructure initiatives more quickly and effectively through the establishment of the Caribbean Resilient Infrastructure Implementation and Skills Exchange (RIISE) Facility. The Facility focuses on the implementation phase of infrastructure projects by providing rapid, on-demand advisory support and short-term expert deployments to work alongside government teams. In its initial period, the Facility will provide support to Dominica, Grenada, Saint Lucia, and Saint Vincent and the Grenadines. Project activities include: (1) establishing the RIISE facility; (2) curating a roster of experts that prioritizes regional expertise and supports gender responsive and disability inclusive infrastructure development; (3) operating a rapid response helpdesk to troubleshoot procurement, contract management, and design issues that slow implementation; and (4) deploying specialists to work with ministries and project units at critical points during project implementation, while transferring skills to national staff. By unblocking bottlenecks and building local know-how, the Facility supports more timely, higher quality infrastructure that benefits people across participating countries by improving access to climate-resilient roads, energy, water, housing, and public buildings and by strengthening the capacity of national institutions to deliver major projects.
