Published purpose

This project is part of the 2022 United Nations-coordinated Humanitarian Response Plan for the West Bank and Gaza Strip and responds to the Ministerial priority of humanitarian action to reach the poorest and most vulnerable. Projects under this appeal help to reduce the vulnerability of Palestinians, especially women and children, affected by the ongoing crisis. In line with humanitarian principles, projects are selected based on priority needs, but special attention will be paid to choosing projects that support gender equality, women and girls, and address sexual and reproductive health and rights. Specifically, this project aims to lead efforts to provide more effective and principled humanitarian action that meets the needs of the most affected Palestinians through coordination, advocacy, policy, information management and humanitarian financing tools and services. Project activities include: enhancing situational awareness of humanitarian stakeholders through preparing reports, briefings, maps, fact sheets, tours, and analyses, including gender-specific needs and vulnerabilities; planning and monitoring humanitarian responses, including conducting analyses of vulnerability to best prioritize needs and better integrating gender mainstreaming and community engagement into the response structure; strengthening the coordination mechanisms to ensure effective and coherent delivery of humanitarian assistance and encourage the participation of local non-governmental organizations and women’s groups; coordinating and managing the Humanitarian Programming Cycle, including planning, monitoring, improved gender mainstreaming, and the development of the annual Humanitarian Response Plan (HRP); continuing to advocate for humanitarian access and space, and protection from harm, and; supporting emergency preparedness and response planning efforts. The key priorities for OCHA in the West Bank and Gaza include: Enhancing inter-sectoral analysis of priority needs and support the streamlining of efforts to identify priorities per vulnerable group (disabled, women and girls, men and boys, children, refugees, Bedouin communities) and geographic area (H2, Area C, East Jerusalem, Gaza); Supporting the mainstreaming of protection in humanitarian interventions; Supporting the development and utilization of common operational datasets for humanitarian actors that are sex and age-disaggregated; Enhancing early warning systems and emergency preparedness efforts, including for communities facing heightened risk of mass displacement.
