This project aims to assist up to 15 countries in Africa, Asia and Latin America to better meet their UN Security Council Resolution (UNSCR) 1540 obligations through the development of legal and regulatory frameworks on border security and strategic trade controls for chemical, biological, radiological and nuclear (CBRN) materials and equipment. Project activities include: (1) developing control list frameworks and omnibus strategic trade legislation to criminalize the proliferation of CBRN materials; (2) developing UNSCR 1540 national action plans and border security management strategies; and (3) delivering commodity identification training and strategic trade control enforcement programming in beneficiary states.
