Published purpose
This second phase of support to Mali's institutional development program is a component of the Canadian support program for the reduction of poverty in Mali. This project includes on one hand the provision of financial resources to the Institutional Development Commissionner (CDI) to help strengthen the capacity of key government sectors in order to make them more efficient. On the other hand, a technical support is provided through a Canadian support agency targeting government structures responsible for leading, coordinating and monitoring of institutional reform, (mainly the CDI) in specific areas, such as: i) improvement of methods and procedures for management of key agencies, ii) strengthening the systems and tools of human resource management; and iii) putting in place communication systems and tools. This support is considered essential to enable key administrative entities to adequately perform their duties. As with all budget support initiatives, Canada is working in close cooperation with other donors and the Government of Mali to focus on effective, transparent, and accountable country systems; increase donor coordination and harmonization; and strengthen mutual accountability. Budget support also fosters greater policy dialogue among donors, government, and partners, thus helping to strengthen efforts for effective, focussed aid, as well as long-term development results. This initiative is continuously monitored and evaluated in coordination with other donors.
