Published purpose
This project aims to strengthen the capacity of selected coastal local government units in the Philippines to anticipate, manage, and respond to complex maritime-related disruptions that affect community safety, essential services, and local governance. It shifts local planning from a hazard-specific approach toward an integrated, systems-based resilience model that strengthens civilian governance and protects communities during periods of uncertainty. This project seeks to support local authorities to plan for and manage the consequences of maritime disruptions in inclusive and risk-informed ways. It works through existing disaster risk reduction, crisis management, and governance structures to improve coordination, decision-making, and continuity of essential services. Project activities include: (1) strengthening the capacity of local government officials to identify and plan for maritime-related risks; (2) establishing localized and inclusive contingency plans to support the continuity of food supply, energy access, and communications; and (3) facilitating coordination and information-sharing between local and national institutions.
