Published purpose

In support of TB policy, DFATD provides real property services in the areas of portfolio management, accommodation planning and project delivery for its real estate portfolio located at various missions around the world. An essential element of DFATD’s mandate is to ensure that real property is managed in a sustainable and financially responsible manner throughout its life cycle, and to support the cost-effective and efficient delivery of programs abroad. Further, global security has grown more instable over the last several years. Canada's missions abroad face daily security threats. Protecting Canadian-engaged staff and their dependents who work and live abroad is a both a moral and legal obligation. In support of these obligations, Department of Foreign Affairs, Trade and Development (DFATD) has developed a program of work titled Duty of Care (DOC), approved by Cabinet in 2017. This program of work allocates funding to provide strategic investments in various missions abroad, focused on protecting our people through infrastructure investments. Along with other services, and in accordance with the Treasury Board (TB) policy reset, DFATD requires project sponsorship support to advance several projects including DOC. Program-specific business cases that consider individual program projects and contracts must be developed and justified to support and advance the related programs. The Contractor’s resource will play an essential role in developing these business cases by mean of robust financial and options analyses.
