Published purpose

This project seeks to further Canada’s support to Ukraine’s digital resilience by funding cyber defense assistance requirements that are approved and published through the Tallinn Mechanism. The Tallinn Mechanism is a collective effort launched in December 2023 by a coalition of 12 nations, which Canada is a member, to coordinate and facilitate Ukraine’s cyber capacity building to counter malicious cyber actors. Project activities include: (1) supporting Ukraine’s upskilling and professional development of their cyber workforce by providing cyber training that addresses their needs; (2) conducting structured assessments, either soft (documentation review and interviews) or hard (network scans or penetration testing) depending on needs, to strengthen processes within Ukrainian institutions for standard cyber activities (e.g., incident response, threat hunting, vulnerability scanning, asset inventory, and IT audit); and (3) procuring and delivering equipment identified through the Tallinn Mechanism catalogue and Ukrainian counterparts, ensuring alignment with their specific needs.
