Published purpose
This project aims to: (i) improve access to primary school and the quality of education for disadvantaged and high risk girls and boys in the 222 poorest districts of the 40 poorest provinces of Vietnam; and (ii) to shift decision making from the central government to provinces, districts, communes and schools. Despite excellent progress in education in recent years, about 30% of Vietnamese children do not enrol in school or do not complete their primary education. These challenges are related to problems of access and quality, and are more pronounced among disadvantaged children. This project involves a World Bank loan and donor contributions to a World Bank Trust Fund, which includes, in addition to CIDA, contributions from the Department for International Development (DfID-United Kingdom), the Norwegian Agency for Development (NORAD) and the Australian Agency for International Development (AusAID).
