Published purpose
CIDA and the Office of the Ombudsman (Defensoria del Pueblo) jointly designed this project to strengthen the Office's services, structures, and systems. The Office's new 5-year strategic plan proposes, notably, an increased emphasis on State monitoring and concrete policy-making recommendations. The expected results are: 1) the State, at all government levels (national, regional, and local), develops and implements public policies that aim to protect the social, cultural, and economic rights of poor and marginalized populations; 2) the population, especially the poor and the marginalized, benefit from improved abilities and possibilities to exercise their rights; and 3) the Office's personnel is competent and the Office benefits from adequate organizational and managerial systems that allow it to comply with its mandate effectively and efficiently. Since 2006, the project has been funded through a basket fund created under Canadian leadership to promote donor harmonization and coordination.
