The project aims to improve the capacity of civil society to work with local governments in the island of Sulawesi to plan, budget, and implement programs in a way that integrates the needs of women and the poor, thereby enhancing sustainable economic growth. The project: 1) increases participation of organizations that represent women and the poor to effectively engage in local budget formulation and to monitor budget expenditures; 2) facilitates the meaningful participation of women and the poor in village planning meetings and in tracking budget expenditures; 3) helps reform local budgetary processes so that government spending better addresses the needs of women and the poor; and 4) assists the institutionalisation of gender-responsive and pro-poor changes to budgeting policies and processes at the provincial and national levels in Indonesia.
