The 5-year project (2020 to 2025), the Egalitarian Sexual and Reproductive Health Support Project (PASSREL) ultimately aims to improve the exercise of the right to health, particularly sexual and reproductive health and rights (SDSR), by more than 60,000 adolescent/women in the borough of Croix-des-Bouquets (CDB). This improved exercise means, among other things, that targeted adolescent/women now have access to acceptable and satisfactory quality health care. It also means a more positive attitude of the targeted communities towards greater control of adolescent/women over their SDSR and towards the elimination of sexual and gender-based violence (VSFG). THE first focus of PASSREL's intervention is to improve the accountability of Haitian institutions in the health field, particularly the SDSR (res inter 1100). Under this axis, PASSREL aims to strengthen bondholders (government bodies) and accountability holders (health institutions). PASSREL will increase the capacity of local, departmental and national authorities to better support the adolescent/women's SDSR in an inclusive, participatory and transparent approach to rights and the environment (res) imm 1110). Support will then be provided to these bodies for the monitoring and strengthening of health institutions providing SDSR services. Support will also be provided to strengthen the coordination structure for community participation based on the government's national strategy. Once this structure is in place, PASSREL will support its implementation, facilitating consultation between all stakeholders involved in SDSR, including civil society and more vulnerable groups, as well as the accountability of these actors. This participatory and inclusive process will lead to the development of community action plans. PASSREL also aims to improve the capacity of health institutions to provide gender-sensitive, environmentally friendly, sDSR services that meet the needs of adolescent/women and marginalized people ( res imm 1120). The rights-friendly approach will be at the heart of PASSREL. The project will provide a technical development program for administrators and health care providers from up to 10 health institutions, as well as material support to implement the recommendations. The project will also establish a centre of excellence in SDSR within the CDB Health Centre (CS) with innovative clusters of expertise in adolescent health, cervical cancer and obstetric fistula. PASSREL will also support health institutions in implementing community engagement plans, including the establishment of health committees or women's user committees (UFCs). The objective is to take ownership of these community mobilization strategies by government authorities and health institutions, which will be equipped to support them, even beyond the project. The second axis of intervention aims to increase the effectiveness of civil society organizations (CSOs) and Haitian citizens in asserting their right to health and in particular their rights to SDSR (res inter1200). PASSREL's goal is to improve knowledge of SDSR issues and services, particularly among adolescent/female girls, and to increase the capacity of these rights holders, as well as boys/men and CSOs to participate in decision-making processes. First, the project will seek to increase the knowledge and skills of grassroots community organizations (CBOs) and citizens to articulate their SDSR needs and expectations and assert their rights, the GSA and the reduction of VSFG ( res imm 1210). Training, information, education and communication (IEC) training, education and communication (IEC) activities, national awareness/advocacy campaigns and the establishment of community-based funding mechanisms through mutual solidarity ( MUSO) will be the strategies put forward. Second, the project will strengthen the capacity of two professional associations (AISFH and SHOG) to combine their efforts to more effectively support adolescent/women's SDSR, GSA and rights-respecting care (res immm To do so, PASSREL will contribute to their organizational strengthening, updating continuing education programs for their members and other care providers in the field of SDSR, and carrying out visibility activities and including the prevention and treatment of cervical cancer and obstetric fistulas. This inter-association collaboration is innovative and a remarkable vehicle for asserting the rights of adolescent girls and women among decision-makers.
