Published purpose
The primary objective of this project is to strengthen Bangladesh's ability to anticipate, monitor and mitigate the risk of online extremist activities aimed at disrupting societal trust and security. In the context of Bangladesh's 2024 elections and the heightened threat of cyber activities from extremist factions, the intent is to monitor violent extremist activity in the democratic process and their aftermath from digital disruptions. Through an in-house Digital Harms Monitor (DHM), SecDev will produce structured open-source intelligence (OSINT) products — including alerts, analyses, and reports — to facilitate early detection and promote heightened situational awareness concerning digital violent extremist and cyber crime activities in Bangladesh. SecDev will leverage this reporting for the purposes of mentoring and capacity-building of civil society and select law enforcement entities. This direct capacity-building will aim to enhance understanding of OSINT products and how to make use of their insights, within an human rights and gender-informed framework.
