Published purpose
This research project will explore the complex, hybrid nature of modern cyber threats that arise from the alignment of both state interests and non-state actors, including criminals, hacktivists, and private sector entities. By examining the proxy relationships between states and non-state actors in this conflict, the project will contribute to a deeper and more nuanced understanding of cyber operations in modern warfare and their intersections with global governance, criminal accountability, and international law.
