Regional Security System

Published purpose

This project aims to strengthen the maritime safety and security enforcement capabilities of the Regional Security System (RSS), which comprises eight Caribbean Member States. Recognizing the vast maritime jurisdiction of these states, particularly the Eastern Caribbean, whose maritime space is 128 times larger than their land mass, the project addresses critical vulnerabilities in maritime domain awareness, communications, and operational coordination. It seeks to modernize Maritime Operations Centres (MOCs) through the procurement and installation of ICT infrastructure, including secure mobile data solutions, computers, and video walls, enabling real-time communication and improved operational planning. The initiative also includes the development of updated maritime risk profiles for each Member State, certified training programs for maritime personnel in areas such as patrol craft command, search and rescue, and operations room management, and the execution of a joint maritime exercise to test the upgraded systems and skills. Gender equality and human rights considerations are embedded throughout the project, with targeted measures to ensure inclusive participation and adherence to international norms. The project is designed to be sustainable, with Member States assuming responsibility for equipment maintenance and continued training beyond the project’s end date. Ultimately, this initiative enhances the RSS’s capacity to counter transnational organized crime and environmental threats, contributing to regional and international security, including Canada’s own crime prevention objectives.
