Published purpose

The project supports Ukraine's efforts in developing an accountable and transparent civil service that is in line with European norms (specifically the SIGMA / OECD baseline) by assisting the reform of the Ukrainian civil service human resources management system. In accordance with the request from the Government of Ukraine, key areas of intervention for this project include merit-based selection, recruitment and promotion (with a specific focus on gender equality); performance management and evaluation; training needs assessment; organizational and individual career planning. The project also works to establish linkages with other human resources management reforms, including compensation and benefits, job classification, organizational development, labour management relations and audit / appeal processes. In order to promote a more equitable environment for women and men, gender equality issues are mainstreamed into all of the main project themes.
