This project aims to achieve gender-responsive public financial management that meets the different needs of women and men. The gender gap in Indonesia is significant, despite its remarkable economic growth in recent decades. Indonesia currently ranks 85th out of 149 countries in the Global Gender Gap Index. The COVID-19 pandemic has further amplified these inequalities as the pandemic disproportionately impacts vulnerable people, particularly women and girls. This proposed investment in Gender Responsive Planning and Budgeting would reinforce national public financial management programs to better target public spending to reduce gender gaps. This project is part of Phase III of the World Bank’s Multi-Donor Trust Fund for Public Financial Management that includes the European Union and Switzerland. Project activities include: (1) providing training in budget analysis, including gender-responsive budgeting to relevant government staff; (2) developing tools capable of capturing gender disaggregated information and linking it to monitoring and performance information in Treasury information systems and applications; and (3) conducting a series of diagnostic reports on the Public Expenditure Review of gender-sensitive expenditures that cover both selected sector and/or service delivery. The primary beneficiaries of this project are women and girls in Indonesia (through increased budget allocations for gender equality programs), particularly those who rely on government-provided public service. This project also benefits the Ministry of Finance and other line ministries including the Ministry of Women Empowerment and Child Protection.
