The Justice Development Support project contributes to Mali’s poverty reduction effort by strengthening the credibility, effectiveness, and accessibility of justice, especially for women and youth. This project is implemented in cooperation with Denmark, which contributes funding through a delegated cooperation agreement with Canada. This part of the project represents Canadian support for the development of justice in Mali. It has three components: i) financial support for the Ministry of Justice to implement the 2011-2015 operational plan of the Ten-year Justice Development Program; ii) institutional support for the Ministry of Justice; and iii)support in mobilizing civil society in the justice sector. Among other things, Canada’s contribution to the Ministry of Justice makes it possible to review acts and regulations concerning the rights of women and youth, and promotion of good environmental governance. Canada’s contribution also makes it possible to continue implementing the computer-based system for managing court records in all jurisdictions. Institutional support aims to help the Ministry of Justice and Malian courts to improve their administrative, financial, and accounting procedures. Support in mobilizing civil society helps Malian civil-society organizations to implement projects that promote better access to justice for Malians. As with all budget support initiatives, Canada is working in close cooperation with other donors and the Government of Mali to focus on effective, transparent, and accountable country systems; increase donor coordination and harmonization; and strengthen mutual accountability. Budget support also fosters greater policy dialogue among donors, government, and partners, thus helping to strengthen efforts for effective, focussed aid, as well as long-term development results. This initiative is continuously monitored and evaluated in coordination with other donors. This contribution is one part of the Support to the Justice Development Program, which has a total budget of $20 million.
