21 March, 2011 - A popular uprising against the four-decade long rule of Libyan leader Moammar Gaddafi began on February 16th, 2011. Conflict between pro- and anti- government forces has resulted in instability. Hundreds of thousands of people, mostly migrant workers, have crossed the borders into neighbouring countries (Egypt and Tunisia). Many third country nationals are stranded at the border. Affected populations, both inside and outside of Libya, are in need of food, non-food items, water, sanitation, and medical attention. Libya was host to over one million migrant workers from many countries across Asia and Africa. In the wake of the unrest in Libya, these populations have fled and are seeking safety in neighbouring Tunisia, Egypt and Niger. Through this grant, CIDA aims to support the International Organization for Migration (IOM) in its efforts to establish local support mechanisms to meet the basic needs of third country nationals stranded at the Libyan borders with Tunisia, Egypt and Niger. Ultimately, this seeks to facilitate the repatriation of thousands of people affected by the crisis in Libya. IOM expects to provide transport assistance to third country nationals, including help with consular services, for their repatriation. The organization also intends to provide reception and registration services, distribution of non-food items, travel health assistance, and emergency psycho-social support. It is expected that this relieves the pressure on local host countries and prevents further deterioration of the situation.
