Published purpose
The project will develop a toolkit to facilitate the drafting of by-laws that promote active mobility. For the development of this toolkit, the work team will have the expertise of an advisory committee made up of urban planning and development experts to ensure scientific and regulatory compliance, and the input of a working group made up of municipal professionals to identify requirements for urban planning tools. At the end of the project, the toolkit will be published and disseminated with the help of partners in the field and a knowledge mobilization event (symposium, forum, speakers to be determined). The toolkit will be available to municipalities and will include, but not be limited to, the following: •A guide to drafting by-laws that promote good land use and urban planning practices that support active mobility •A full range of by-laws that implement the guide for a fictitious municipality, with the goal of providing a model for existing municipalities This will include by-laws on planning, subdivision, zoning, architectural implementation and integration plans, construction and comprehensive development plans. Some of the by-laws, such as the urban development plan, will be partial in order to avoid writing content that is mandatory under the Act respecting land use planning and development but not relevant to the project.
