The project, Everyone Counts: inclusive data for stability and development, valued at $12 million over three fiscal years, contributes to the work of the International organization for migration (IOM). Project activities include: (1) strengthening local data collection capacity; (2) developing a more inclusive and evidence-based approach to policy-making processes; (3) strengthening the capacity of local authorities in assessing the impact of multi-dimensional crises, and ensuring better community preparedness; (4) establishing sustainable platforms for the exchange of data and information, including during times of crisis; and (5) mobilizing a range of often marginalized stakeholders. Given Russia’s military build-up on Ukraine’s border in early 2022, the project takes flexibility into account to respond to potential immediate and critical needs of communities near the conflict area. Russia’s illegal and full-scale invasion of Ukraine in February 2022 prompted this response from the IOM. The project transitions to delivering a range of supports, including psychosocial services; multipurpose cash solutions; provision of non-food items including shelter, winterization support, and hygiene items; and camp coordination management in collective centres. In response to Russia’s illegal invasion of Ukraine in February 2022, certain project activities are adapted to address new immediate needs protecting previous development gains. Canada’s development partners in Ukraine pivote project activities to respond to the evolving context in several ways, such as providing emergency supplies, equipment and services, mental health support, transportation and accommodation. The beneficiaries, scope, expected results, and geographic location of project activities may change from the original description.
